In today’s rapidly evolving landscape, strategic resilience is critical for organisations. Policy shifts and community expectations continually reshape industries, pushing organisations to adapt while maintaining excellence and financial sustainability. With over 25 years of experience, focused in the higher education sector, I have seen how these changes challenge organisations, but I have also learnt that a strong, adaptable strategy—paired with a clear direction that people believe in—is key to long-term success.

Navigating Policy Shifts: Lessons from Two Decades in Higher Education

The higher education sector has long been subject to review and transformation, providing valuable insights for other industries. A key moment for university research funding came in the early 2000s, in response to the Commonwealth Government’s 1999 Knowledge and Innovation policy statement. The introduction of performance-based block grants aimed to drive research growth by supporting and rewarding universities for research income, higher degree student numbers, and research output. Over time, these block grants evolved to place greater emphasis on research quality and impact, industry engagement, and student completions, forcing institutions to adapt continuously to new expectations.


These shifts required both adaptability and a clear strategic direction. More recently, the Universities Accord has signalled another period of transformation, with wide-reaching reforms still being developed and implemented. While the full impact on the research space remains to be clarified, early indications suggest that institutions will need to navigate new expectations around research collaboration, societal impact, and funding priorities. These evolving priorities reinforce the importance of being responsive to policy changes, while ensuring institutions have set a course that stakeholders believe in.


These lessons extend beyond higher education. Many industries must respond to similar pressures—whether in the form of regulatory shifts, funding realignments, or changing market demands. The key to success lies in maintaining strategic flexibility while ensuring alignment to a shared vision.


Throughout my career, I’ve learned the importance of being both reactive and proactive to policy shifts to drive strategic goals forward. Whether responding to shifts in federal funding models or adapting to new policies, scenario-based planning grounded in both qualitative and quantitative insights is essential. The most effective strategies go beyond reacting to immediate changes; they set a long-term direction that resonates with people across the organisation, inspiring them to work towards common goals.


Building Resilience Through Strategic Flexibility and Direction

I’ve learned that organisational resilience comes from strategic flexibility while ensuring a clear direction. Whether gradual or sudden, policy changes and community expectations can significantly impact core functions such as funding, stakeholder engagement, or market competitiveness. A well-crafted strategy provides stability amidst uncertainty but must remain adaptable to external changes.


Scenario-based problem-solving plays a pivotal role. Organisations can remain agile while working towards their long-term vision by anticipating potential policy shifts—such as the ongoing reforms under the Universities Accord—and crafting tailored responses. A compelling, clear direction gives people confidence and motivation, even during periods of significant change. In my experience, organisations that balance flexibility with an inspiring vision are best positioned to navigate uncertainty and emerge stronger, building resilience through strategic flexibility.


Addressing Current and Emerging Challenges

Today, many organisations face new and complex challenges. The proposed caps, on international student numbers, which are now all but certain following the Senate report published yesterday, pose a significant financial risk for Australian universities, much like regulatory changes or market disruptions in other sectors. Similarly, the Universities Accord represents an opportunity to reimagine the role of research within higher education, focusing on collaboration, impact, and aligning research with national and societal priorities.


These challenges require more than short-term solutions. Addressing them demands a commitment to long-term strategic thinking. For universities and other organisations alike, this involves re-evaluating financial and operational strategies while implementing strong scenario planning to mitigate risks.
